As of October 29, 2018, all ferry transportation to Vieques will run between Ceiba and Isabel II, the capital of Vieques. The Fajardo ferry terminal was closed on October 28.  The Puerto Rican Fast Ferries is supplementing the trips offered by the ATM (PR government). Although there may be more passenger service, the cargo service has been experiencing problems. The good news is that ferries are leaving approximately every two hours.  The private ferries take only 35 minutes. Pasajeros = Passengers. Carga = Cargo.
